National Node Description

There is no formal national node in Romania. The National Institute of Public Health is acting as an informal national node for the scope of the PHIRI project. It provides the technical and methodological guidance of the network of public health, monitors the health of the population, communicable and non-communicable diseases to identify community health problems, develop the methodology, tools and indicators for monitoring and evaluating health services and programs, of public health promotion and health education and ensures the existence of a system information and integrated informatics for public health management.

Legal framework and institutional responsibilities

The NIPH collects, analyzes and disseminates statistical data on public health and ensures the existence of an integrated information and informatics system for management of public health according to the Government Decision no. 932/2022 for the establishment, organization and functioning of the NIPH. The activities of the NIPH are organized within five national structures and six regional structures with relevant responsibilities according to the Order of the Minister of Health No. 82/2019 for the approval of the organizational chart and of the Regulation organization and functioning of the NIPH (currently under revision, according to new provisions of Government Decision no. 932/2022).

The national structures of the Institute are:

  • The National Center for Surveillance and Control of Communicable Diseases (CNSCBT)
  • The National Center for Monitoring the Risks in the Community Environment (CNMRMC)
  • National National Center for Surveillance of Non-Communicable Diseases (CNSBN)
  • National Center for Statistics in Public Health (CNSSP)
  • National Public Health Laboratory (LNSP).

The six regional structures of the Institute are the Regional Public Health Centers in Cluj-Napoca, Iasi, Timisoara, Targu-Mures, Craiova and Galati.

The indicators to monitor the quality management of medical services in the responsability of the National Authority of Quality Management in Health according to the Government Decision no. 629 of July 28, 2015 on the composition, attributions, organization and functioning of the National Authority for Quality Management in Health.

Health information sources and players
Main players (institutions)

National Institute of Public Health:

  • collects, analyzes and disseminates statistical data on public health;
  • participates in organizing the information flow in the field public health care;
  • delivers information about communicable diseases resulting from the analysis of data collected by at the level of the counties to the Ministry of Health, as well and to the providers of this data.
  • organizes and administers the national database on statistics health;
  • collects and disseminates specific indicators for assessing the state of health and efficiency of the health network;
  • develops the methodology of collection, registration and processing of public health statistics;
  • develops analyzes, studies and surveys regarding the state of health of population,  and forecasts for evidence-based decisions;
  • communicates statistical data in the field of health to international organizations (World Health Organization - WHO, Eurostat, United Nations - UN, etc.), according to the law;
  • organization, management, guidance and verification from a technical point of view and methodologically, on the entire territory of the country, of the information system in health;

National Institute of Health Services Management, Bucharest:

  • analyses, evaluates and monitors the data related to health services provided by hospitals and paid from the public national insurance fund 

 

National Institute of Statistics:

  • organizes and coordinates the official statistics in Romania
  • responsible for development and management of vital statistics
  • maintains the database of deaths
  • implements periodically the Health Interview Survey, using common methodology recommended by Eurostat

National Agency of Medicines and Medical Devices:

  • collects and analyzes relevant statistical data for the evaluation of medical technologies from all institutions of the health system;
  • ensures the entry in the European Eudamed database of data from the national database;
  • elaborates and updates the national database in accordance with the provisions of the national legislation transposing the European directives;
  • manage the information on medicines and medical devices.

National Transplant Agency:

  • collects data on donors of organs, tissues or cells of human origin and on the waiting lists
  • keeps track of the recipients from the health units that carry out transplant activities, in real time, respecting the safety and security conditions within the National Transplant Register

 

The country public health directorates, respectively of the Bucharest municipality:

  • organizes the collection and analysis of statistical data from all medical service providers, prepares and transmits periodic statistical reports to the institutions designated for this purpose;
  • provides statistical data to other authorities, upon request;
  • organizes county databases, verification and coding of medical information;
  • organizes the system of primary evidence and the sanitary statistical reporting at the level of the medical offices;
  • verifies the data reported with the primary and centralizing record;
  • transmits the specific statistical data requested by the National Institute of Public Health and / or its regional structures;
  • collect reports related to the activity of hospitals, develops the database at county level, transmits them to the Ministry of Health.

Hospitals and medical offices:

  • collect data about delivered medical services, manage own data bases and report to district health insurance houses, county public health directorates, National Institute of Public Health, National Institute of Statistics or other institutions, according to the legislation in force.

The institutions with responsibilities for data collection are handling their own databases and usually collect data based on previously locally/nationally agreed methodologies. Some data are freely and publicly available on the websites of the institutions that are collecting data, others are available at the NIPH website while others are available based on a formal request of those interested, such as researchers or general public.
