Legal framework and institutional responsibilities

The National Health Information System (“NHIS“) is defined in § 70 par. 1 of the Act No. 372/2011 Coll., on Health Services and Conditions of Their Provision (Act on Health Services). In compliance with § 70 par. 3 of this Act, the administration of NHIS has been delegated to the Institute of Health Information and Statistics.

As an organisational unit of the state delegated by the Ministry of Health of the Czech Republic, the Institute is a component of the National Statistical Service and performs this activity according to Act No. 89/1995 Coll., on the National Statistical Service, as subsequently amended. The Institute cooperates with organs of the National Statistical Service, mainly with the Czech Statistical Office, provides a connection between the NHIS and individual healthcare providers, and cooperates with providers of information systems run by other organisations in the healthcare sector and beyond it.

Main players (institutions)

National Node is coordinated by the Institute of Health Information and Statistics of the Czech Republic. Its responsibility is controlling the National Health Information System (NHIS), collection, analysing and dissemination of health data (EHIS, health care, morbidity, health registries, causes of death).

Czech Statistical Office is responsible for the collection of important data from other primary sources, especially in the field of health expenditures, work accidents, incapacity from work, further it is responsible for the collection of primary data on demography (mortality by causes of deaths) and household surveys (SILC, LFS).

National Institute of Public Health is responsible for the collection of data on Infectious diseases, occupational diseases, health interview surveys, environmental health, health examination survey

 

Data protection

When processing personal data in the NHIS, the Institute proceeds in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation). The Institute does not provide personal data from the NHIS to any other subjects, except for cases explicitly stated by the legislation (such as § 8 par. 5 of the Act No. 141/1961 Coll., on Criminal Court Proceedings, the so-called Criminal Code).

Health information infrastructure and management

Institute of Health Information and Statistics (Ústav zdravotnických informací a statistiky, ÚZIS), which was founded in 1960 by the Ministry of Health. The main task of the ÚZIS is to manage and refine the National Health Information System (NHIS). The functions of the NHIS include collecting and processing information concerning health status and health care; managing national health registries; and providing information for health research purposes while ensuring compliance with data privacy laws. All health care providers are required to send data reports to the ÚZIS on an annual or semi-annual basis. The reports include service volumes, basic economic data and also information about available human and physical resources. The NHIS maintains 10 registries, including the National Oncological Registry, the National Registry of Congenital Malformations and the National Registry of Hospitalized Patients.

The Czech Republic has an extensive public health network responsible for a range of services, including epidemiological surveillance, immunization logistics, quality analyses for consumer and industrial products, and monitoring the impact of environmental factors on health status. Its main actors are the SZÚ, the RPHA, and two regional institutes of public health.
