The importance of scaling-up testing to detect and prevent transmission of COVID-19 cannot be overestimated. Testing can only be effective as part of a whole-systems response. However, a systems approach is not just the capacity to test at scale; it also means sharing data to refer every positive test result for contact tracing and a fair isolation policy.
